Dclick Ads is another of the many advertizing & promotion services. This is one where anyone with a website can sign up to sell space on their sites. You can sell space for text based, graphical or combinations.
Their FAQ says that the only requirement webmasters have is that they need to be able to run PHP or ASP code, which most servers can these days.
Webmasters apparently have control over what ads get approved for display on their sites. It is free to join for both webmasters and advertisers.
