Style is an important consideration. Bare bones basic techniques will work, but when you add the element of style you get a individualized approach.
The author starts out with a seldom mentioned reminder of just exactly what the Main intent of a website really is, specifically, it’s to promote whatever business, person, idea, organization, Etc, Etc. that it’s there to represent. If a web designer loses track of that the site ends up lacking definition and an obvious purpose.
