UDP Alert?

I just ran across an article on The Register that's talking about claims of an "internet meltdown". Apparently some people see uTorrent's decision to use UDP instead of TCP as their main transport layer as a reason to turn on the emergency light and make it sound like the sky is falling.
uTorrennt has decided to use UDP for file transfers as part of their effort to avoid "traffic management" restrictions by ISP's. The writer claims that this move will eventually cause a meltdown of the internet that reduces everybody's bandwidth to a quarter of what they have now.
Frankly I don't see it. ISP's like Comcast that are making noises about throttling the bandwidth their users can use will make this a moot point because they're talking about throttling everything, not just TCP.
